CRITERIA: 
Attempts are made to identify helpful and well designed sites which allow the surfer to move easily through a site.  Some web site features examined include:

• Appropriate content and content levels
• Listing site responsibility
• Verifiable information/accuracy
• Currency of information
• Timely updated information to pages--not just site
• Timely updates or scheduled updates of pages/data
• Clarity of page focus and arrangement of data
• Clarity of linked relation to referred information
• Helpful annotations to site listings
• Simplicity of design
• Conservative use of page levels
• Ability to disable frames
• Use of large image files directly related to page purpose, only
• Absence or minimal use of flash pages
